Assistant or Deputy Director of Finance

Duty Allocation 60% Construction Billing and Project Finance Oversight; 40% Operational Finance Management

 

Job Summary

The Asst./Deputy Director of Finance will oversee construction billing, project payment verification, contract compliance, and financial monitoring of capital projects while also supporting the regular finance operations of the organization. The role requires close coordination with project teams, consultants, contractors, procurement, and internal stakeholders to ensure timely processing, accuracy, transparency, and compliance with financial policies and donor/regulatory requirements.

Key Responsibilities

A. Construction Billing & Project Finance Oversight (60%)

  • Review and verify contractor, consultant, and supplier bills related to construction and capital projects.
  • Ensure compliance of bills with contracts, BOQ, work completion certificates, approvals, and project progress.
  • Coordinate with Engineering, Procurement, and Project Management teams for billing validation and payment processing.
  • Monitor project budgets, variations, retention money, advance adjustments, and cost tracking.
  • Prepare construction-related financial reports, cash flow projections, and expenditure analysis.
  • Support contract administration, financial risk management, and audit requirements for projects.
  • Maintain proper documentation and records for all project-related transactions and approvals.
  • Assist management in value engineering, cost optimization, and financial decision-making related to construction activities.

B. Operational Finance Management (40%)

  • Supervise day-to-day operational finance activities including payments, budgeting, and expense monitoring.
  • Review operational expenditures to ensure policy compliance and budgetary control.
  • Support monthly, quarterly, and annual financial closing activities.
  • Assist in preparation of management reports, financial statements, and audit schedules.
  • Coordinate with internal and external auditors as required.
  • Support implementation and continuous improvement of finance policies, controls, and systems.
  • Provide guidance and supervision to finance staff under assigned responsibilities.

Qualifications & Experience

  • Master’s degree in Finance, Accounting, Business Administration, or related field.
  • Professional qualification such as CA (Partly/Qualified), ACCA, CMA, or equivalent will be preferred.
  • Minimum 7 years of relevant experience in finance and accounts, preferably with exposure to construction/project finance.
  • Experience in educational institutions, NGOs, development organizations, or large corporate environments will be an added advantage.
  • Strong knowledge of financial controls, budgeting, taxation, VAT, and audit processes.

  • Ability to review technical financial documentation related to construction projects.
  • Excellent communication and coordination skills.
  • Proficiency in ERP/accounting software and Microsoft Excel.
  • High level of integrity, attention to detail, and ability to work under pressure.
