Position Summary
The Deputy Registrar – Internal Operations provides strategic leadership and operational oversight for key administrative and campus support functions of the University. The incumbent is responsible for ensuring the effective management of information technology, campus space planning, procurement and supply chain operations, facilities and maintenance services, academic registry functions, and commencement planning. The role supports the Registrar in strengthening institutional systems, enhancing operational efficiency, and ensuring the delivery of high-quality administrative services that support the University’s academic mission.
Main Responsibilities of the Job:
The Deputy Registrar will be supervising the bellow mentioned departments:
- IT Division
- Campus Occupancy Planning
- Supply Chain Management
- Facilities & Maintenance Division
- Academic Registry & Commencement Arrangements
- Strategic Leadership
- Provide strategic direction and oversight for all departments within the portfolio.
- Develop and implement operational plans aligned with the University’s strategic objectives.
- Monitor departmental performance and establish measurable service standards and Key Performance Indicators (KPIs).
- Promote collaboration and effective coordination among administrative and academic units.
- Lead process improvement initiatives to enhance operational efficiency and service delivery.
- IT Division
- Oversee the University’s IT infrastructure, systems, and services.
- Ensure the security, reliability, and continuous improvement of institutional technology systems.
- Support the implementation of digital transformation initiatives and enterprise applications.
- Coordinate ICT services to support teaching, learning, research, and administrative operations.
- Develop technology policies, disaster recovery plans, and cybersecurity measures.
- Campus Occupancy Planning
- Oversee campus space planning and utilization.
- Coordinate office allocations, classroom assignments, and administrative space management.
- Maintain accurate occupancy records and optimize the use of campus facilities.
- Support long-term campus planning and infrastructure development initiatives.
- Supply Chain Management
- Oversee procurement planning, purchasing, inventory control, and contract administration.
- Ensure procurement activities comply with University policies and applicable regulations.
- Monitor supplier performance and promote cost-effective purchasing practices.
- Develop systems to improve procurement efficiency and transparency.
- Facilities & Maintenance Division
- Oversee the maintenance, repair, and operation of University buildings, infrastructure, and utilities.
- Ensure preventive maintenance programs are effectively implemented.
- Supervise renovation and campus improvement projects.
- Ensure compliance with health, safety, environmental, and building regulations.
- Monitor asset management and maintenance budgets.
- Academic Registry
- Provide oversight of student records and academic registry operations.
- Ensure the integrity, accuracy, and confidentiality of academic records.
- Commencement
- Lead the planning and coordination of the University’s commencement ceremonies.
- Coordinate graduation eligibility verification with the Academic Registry.
- Oversee ceremonial logistics, academic regalia, venue management, invitations, and event protocols.
- Work closely with academic departments and administrative units to ensure the successful delivery of commencement activities.
- Financial & Administrative Management
- Develop and monitor budgets for departments within the portfolio.
- Ensure effective utilization of financial and physical resources.
- Review operational expenditures and identify opportunities for cost savings.
- Prepare reports and recommendations for senior management.
- People Leadership
- Supervise department heads and administrative staff.
- Provide coaching, mentoring, and professional development opportunities.
- Conduct performance evaluations and promote a culture of accountability and continuous improvement.
- Foster teamwork and collaboration across departments.
- Policy, Compliance & Governance
- Develop and review administrative policies and standard operating procedures.
- Ensure compliance with institutional policies, legal requirements, and regulatory standards.
- Identify operational risks and implement appropriate mitigation measures.
- Represent the Registrar’s Office on committees and institutional initiatives as assigned.
Qualifications
Education
- Master’s degree in Business Administration, Public Administration, Higher Education Administration, Management, Information Systems, Engineering, or a related discipline.
- A doctoral degree will be an added advantage.
Experience
- Minimum 10 years of progressively responsible administrative experience, with at least 5 years in a senior leadership role.
- Experience managing multiple operational or administrative departments, preferably within a higher education institution.
